ASPIRATIONS FROM COP 28

People are already suffering the effects of decades' worth of greenhouse gas emissions; thus, the climate issue is not a developing danger. Inaction today will result in a reversal of development gains for the most vulnerable and impoverished members of society, a loss of biodiversity, increased challenges in supplying food and shelter, and the potential loss of entire nations owing to the effects of climate change.

So, whom do we endorse the accountability for such a grave issue?!


ORIGIN OF COP

The Conference of Parties (COP) is the UNFCCC's apex decision-making body. To confront the growing threat posed by climate change, the UNFCCC was founded. The Rio Summit commonly referred to as the "Earth Summit" or the United Nations Conference on Environment and Development, ratified it in 1992.

WHEN IS THE NEXT COP MEET

The United Arab Emirates (UAE) will host the 28th Conference of Parties (COP 28) to the UNFCCC (United Nations Framework Convention on Climate Change) from November 30 to December 12, 2023.

TIMELINE OF COP 

The draft of various steps involved to reach the end point of the mission of "One World," which is apparently the logo of COP 28, is as follows:

  • The intention behind the "Loss and Damage Account" was to help low-income countries, which were the victims of the ongoing brunt of climate change. This agreement gave them easy hope, but it also brought an endless list of unanswered questions that needed to be addressed.
  • Adaptation funding stood at $83.3 billion in 2020, compared to the $100 billion target set in 2009 at COP 15 for high-income countries to mobilize. The above-mentioned target is likely to be met this year after a delay of three years. A mandate needs to be embraced with respect to the reformation of international financial institutions such as the World Bank so that more money gets pooled in for climate enhancement initiatives.
  • At COP 26, Just Energy Transition Partnerships (JETPs) were formed, which are a group of seven-led partnerships that work on the USP of blended finance to help emerging economies manoeuvre their way from overreliance on coal to a more green energy mix. Countries like South Africa, Indonesia, and Vietnam have already launched their plans as this model depicts momentum at the cost of a greater resource pool. There is a probability that India and Senegal will be announced as JETP partners this November.
  • The first global Stocktake, a two-year process every five years to evaluate the implementation, mitigation, and adaptation progress of the Paris Agreement goals, will conclude at COP 28, where an in-depth analysis of the entire progress will be checked.
  • As of now, focus is solely on mitigating methods such as maintaining global temperatures at 0.5 or 1 degree Celsius above their current levels. It’s high time to stop wrangling over deadlines and limits and start to formulate various adaptive methodologies to achieve the goal of climate equity and justice.

 INDIA'S STAND

As we all know that India is leading the G20 presidency, the degree of participation which our leaders will have in this meet will certainly have an indelible impact on the status and weightage of the country's working. To become a JETP partner is of prime importance followed by taking initiatives in the drafting of various provisions to Loss and Damage Account and Climate Finance. Moreover, India is inclined towards formulating Adaptation methods rather than Mitigation methods to justify the logo of COP 28 which symbolizes a just and equitable world as ONE.

CONCLUSION

The COP establishes the course of action and demonstrates the feasibility of gradual change. Notwithstanding their disagreements, several nations join together to demonstrate that a multilateral procedure based on mutual respect and open communication can produce effective solutions. To get us closer to a green and sustainable route for economic growth and development, it is crucial that all nations take their aspirations seriously and put their policies into action.
