Fill 'Er Up... With What? Making Sense of India's E20 Switch

E20 is petrol blended with 20% ethanol, up from the 10% blend (E10) most Indian vehicles used until recently. Ethanol is a biofuel made mainly from sugarcane, molasses, maize, and surplus rice. India adopted ethanol blending under its Ethanol Blended Petrol Programme, first launched in 2003, to cut its heavy dependence on imported crude oil, reduce the foreign exchange bill, lower tailpipe emissions, and give sugarcane and grain farmers a steadier, government-guaranteed source of income through ethanol sales.

Fast-Tracked: How a 2030 Plan Landed at the Pump by 2023

India originally planned to reach 20% blending by 2030, later moved the target to 2025, and then advanced it again to April 2023. Prime Minister Narendra Modi formally launched E20 fuel at India Energy Week in Bengaluru on 6 February 2023, starting at select outlets across 15 cities before a phased, pan-India expansion. The government said the programme would strengthen energy security, cut carbon emissions, and boost farmer incomes; by 2025, officials announced the 20% blending target had been achieved nationally, five years ahead of the original schedule, and E20 became the default fuel at the vast majority of retail pumps. The Ministry of Petroleum and Natural Gas has said the shift, from roughly 1.5% blending in 2013-14 to 20% in 2025-26, has saved more than ₹1.36 lakh crore in foreign exchange, paid out over ₹1.18 lakh crore to farmers, and cut nearly 698 lakh tonnes of CO2 emissions since 2014.

Trouble at the Tank: Why Some Drivers Are Fuming Over Falling Mileage

As E20 became unavoidable at fuel stations, complaints began building, especially from owners of vehicles bought before 2023, which were largely designed for E10 or lower blends. A Localcircles survey found that most such owners reported a drop in fuel efficiency, and a growing share described unusual wear and tear or repair needs. Some mechanics in states like Kerala and Tamil Nadu report seeing damaged rubber components, fuel-system rusting, and a rise in fuel-related complaints, while workshops in other cities say they mainly hear about reduced mileage without broader mechanical damage. A few owners have described costly repairs, including one widely reported case of an engine failure linked to water contamination in the fuel system. It's worth noting these are anecdotal reports and vehicle-specific factors, not confirmed, peer-reviewed findings of causation.

'Nothing to Worry About': Carmakers and the Government Push Back

The Society of Indian Automobile Manufacturers, representing companies like Maruti Suzuki, Tata Motors, and Hyundai, has said E20 causes a mileage dip of roughly 2-6%, mostly in older, non-compliant vehicles, but maintains no widespread engine failures or breakdowns have been reported and that warranty and insurance claims will be honoured. The Ministry of Petroleum and Natural Gas has similarly said claims of major mileage loss or engine harm are largely unfounded, pointing to testing by the Automotive Research Association of India and the Indian Institute of Petroleum, and to Maruti Suzuki's own service data showing no unusual pattern of E20-related damage among the 2.84 crore vehicles it serviced in FY 2025-26. Manufacturers generally advise that vehicles running over 20,000 km may need rubber gaskets replaced as a low-cost precaution, and recommend against letting fuel tanks run near empty in older vehicles.

The Thirsty Truth: What a Single Litre of Ethanol Costs in Water

Separately from the mileage debate, environmentalists have raised a water-security concern. Most of the water cost isn't in the distillery itself, which uses only a few litres per litre of ethanol, but upstream in growing the feedstock crop. Estimates vary sharply by crop and irrigation method: industry-backed studies put sugarcane-based ethanol at roughly 1,600-2,500 litres of water per litre under efficient irrigation, while other researchers, citing the government's own ethanol roadmap, estimate figures closer to 3,000-3,600 litres per litre for sugarcane and over 10,000 litres per litre for rice-based ethanol, since growing the rice needed is highly water-intensive relative to the fuel it eventually yields.

This matters because India's main ethanol feedstocks, sugarcane, rice, and increasingly maize, are grown heavily in water-stressed belts of Maharashtra and Uttar Pradesh, where groundwater is already depleting. Experts, including an author of IPCC reports, have called for water-footprint mapping and region-specific limits on thirsty crops before ethanol targets climb further. Ethanol mills also generate large volumes of wastewater known as vinasse, which can pollute rivers and groundwater if not treated properly. In short, while ethanol blending cuts oil imports and tailpipe emissions, it may simply be shifting an environmental cost from the tailpipe to the water table.

In the Dock: The Case That's Turning E20 Into a Courtroom Question

The mileage-and-maintenance debate has now spilled into the courts. In July 2026, the Raipur District Consumer Disputes Redressal Commission delivered what is being described as India's first consumer verdict directly linked to E20. A Raipur-based doctor had complained that his Maruti Suzuki Grand Vitara, bought in June 2024, began stalling and losing performance after he started using E20 petrol, despite repeated visits to an authorised workshop. Maruti Suzuki argued the model was fully E20-compatible and attributed the problems to maintenance or unrelated factors, but the commission sided with the owner, directing the company and dealer to replace the vehicle or refund its cost, along with compensation for repair expenses and mental agony. The commission also noted that since E20 has become the only fuel available at most pumps, consumers cannot reasonably be expected to avoid it. Separately, the Supreme Court has declined to entertain a public interest litigation seeking a mandatory ethanol-free petrol option alongside E20, with the government maintaining that the policy was adopted after due consideration. These proceedings do not settle whether E20 is responsible for the reported faults; they simply illustrate how the debate is now playing out in formal legal and regulatory forums, with more such disputes likely as awareness of the ruling spreads.

Playing It Safe: A Checklist for Vehicle Owners

Given the mixed signals, vehicle owners, especially those with pre-2023 models, may find it useful to take a few precautionary steps rather than relying on either side of the debate alone:

  • Check the owner's manual or fuel-filler cap for the manufacturer's stated ethanol-compatibility limit before assuming E10-era vehicles are fully E20-ready.
  • Contact the manufacturer's customer care or an authorised service centre to confirm whether a specific model or engine variant needs any parts, such as rubber seals or gaskets, checked or replaced.
  • Avoid running the fuel tank near empty in older vehicles, since manufacturers say this can increase the risk of moisture-related fuel-system issues.
  • Keep service records and fuel receipts, which may be useful if a warranty or insurance claim is later disputed.
  • Follow up promptly on any unusual drop in mileage or performance through an authorised workshop rather than informal mechanics, so any pattern is documented.

The Road Ahead: Balancing Green Goals and Grease-Stained Realities

India's move to E20 is part of a broader clean-energy and energy-security strategy, one that officials say has already reduced crude oil imports, cut greenhouse gas emissions, and channelled substantial payments to farmers. At the same time, the rollout has exposed real friction points: reported mileage and maintenance concerns among owners of older vehicles, unresolved questions about the water footprint of ethanol production, and now a consumer court ruling that has added a legal dimension to what was previously a technical and political debate. Neither side of this discussion has been conclusively proven wrong. What is clear is that the transition affects different vehicles, regions, and owners differently, and that the coming months, as more court cases, official clarifications, and independent studies emerge, are likely to shape how the debate settles rather than end it.
